Deep beneath the ocean, there is a volcanic cavern large enough to hold a city. And good thing, too, because it DOES hold a city-- Aeolipolis, a city of brass, fashion and steam power, founded there by none other than the Legendary Pokemon Volcanion. The city is only accessible by special deep-sea submersible craft, unless you happen to be an oceangoing Pokemon that knows what they're looking for. Few outsiders have seen Aeolipolis and its advanced technology, because the powerful artifacts and technological marvels kept within would destroy the Pokemon world as we know it in the wrong hands. But those deemed trustworthy by Volcanion are allowed to visit or even live in Aeolipolis.
Volcanion himself is at first an intimidating figure, a hulking draconic Pokemon capable of boiling you alive with superheated steam, but his personality is far from as brutal as his appearance would suggest. While he WILL defend his city when it is endangered, he is not a violent Pokemon. He is classy, polite, and very intelligent.
There are several other Pokemon that are especially close with Volcanion. A Typhlosion named Nemo is one of them. He is the captain of the Helix, the most famous of Aeolipolis's submersibles. He may be dark and brooding in his self imposed exile from the rest of the world, but he is a good Pokemon.
